Ukraine’s Fast Recovery Plan presented to Congress of Local and Regional Authorities


Deputy Head of the Office of the President of Ukraine Kyrylo Tymoshenko has presented Ukraine’s Fast Recovery Plan to the Congress of Local and Regional Authorities of the Council of Europe.

Tymoshenko outlined the plan during the international round table meeting ‘United for Ukraine: Mechanisms of Cooperation between Local and Regional Authorities during War’, which was attended by the representatives of the Congress, as well as Ukraine’s local self-government authorities and European municipalities, an Ukrinform correspondent reports.

“Thanks to the coordinated work of the Great Construction project office at the Office of the President of Ukraine, at the instruction of the President of Ukraine, a plan for Ukraine’s reconstruction has been developed. One of its key elements is the Fast Recovery Plan. Its main focus is to renovate the critically needed social infrastructure as soon as possible – as soon as today, – so that our people can return to their homes and receive educational, health and public utility services,” Tymoshenko told.

Tymoshenko stressed the importance of multi-level governance, noting that the actions of central authorities and local self-government authorities should be coordinated, as it is critically needed in order to achieve a common goal – Ukraine’s victory and recovery.

In recent months, in cooperation with regional and local government authorities, the Office of the President of Ukraine has been working on the Fast Recovery Plan. An online system was developed to record the damage caused and count every meter of destroyed infrastructure.

According to Tymoshenko, about 40,000 objects need to be rebuilt as soon as possible within the liberated areas, including 400 secondary schools, 600 nursery schools and hospitals, as well as public utility objects related to water, gas, heat and power supply services.

“At the same time, we are working on a long-term plan for Ukraine’s renovation and transformation into a modern, strong, European and comfortable country,” Tymoshenko added.

According to the preliminary estimates, the amount of losses suffered by Ukraine due to the Russian armed aggression has already exceeded $700 billion, and this sum increases every day, as the war continues.
